Corrections to Ped Stops

Here are some changes to entering ped stops and creating the file
to be uploaded to IDOT: (use VPtools to download the updates to your site)

If a pedestrian stop doesn't have a Frisk, Search beyond, Warning/Citation
or Arrest - that record is not required, and is not uploaded to IDOT.


If there is a Warning/Citation or Arrest, the Violation Charges field
cannot be blank.
